New report calls for single, or truly integrated police force for Halifax

By Steve MacArthur Apr 25, 2023 | 2:13 PM

A new report on policing in Halifax is calling for major changes.

It was presented to councillors on Tuesday at their meeting, and suggests a single policing agency for the municipality or a truly integrated police system.

The report from PricewaterhouseCoopers (PwC) reviewed the current structure between Halifax Regional Police and the RCMP.

It notes the current policing model in HRM is fragmented and inconsistent as each force has their own governance policies. Furthermore, it found the relationship between HRP and RCMP is strained resulting in an increasing safety risk.

Included in the study are three key recommendations to move the process forward.

  • direct the municipality’s CAO to meet with the board and report to council on the result of their review
  • direct the CAO to meet with provincial representatives and request the municipality be a participant in the multi sectoral council being developed by the province to review the structure of policing in Nova Scotia
  • refer the study to the Board of Police Commissioners for review

Councillors did not vote on what to do with the report, but will revisit it at their next meeting.
