Police issue advisory over ‘high-risk’ offender

Thunder Bay Police has issued a public safety advisory over a high-risk offender who may be in, or traveling though the city.

59 year old Eugene Soucy is considered a high risk sex offender and was removed from a train in Longlac on April 13th, before getting transportation to Thunder Bay on Friday.

He is described as 5′ 9″ and 159lbs, bald with a fair complexion.

Over the course of 15 years starting in 1998 Soucy was convicted of:

• prostitution of a person under 18 x 3
• overcoming resistance by administering drugs
• sexual interference with a person under 16
• fraud under $5,000 x 18
• theft under $5,000
• fraud over $5,000 x 2
• sexual assault x 2
• failure to comply x 2
• causing a person to use a forged document x 2
• false pretenses under $5,000 x 8
• personation with intent to gain an advantage
• theft over $5,000

Police say he has completed his sentence and is living in Brockville, Ontario.

The conditions of his release Soucy is not allowed to attend a public park or swimming area where those under the age of 16 are present or are expected to be present. He’s prohibited from attending daycare centres, school grounds, playgrounds, and community centres.

He is also prohibited from seeking, obtaining, or continuing any employment or volunteer in a capacity which involved being in a position of trust or authority towards persons under the age of 16.

The service says this advisory is being taken as a precautionary measure.
