Environment Canada says the storm could bring as much as 25 centimetres of snow over the next 24 hours.
A winter weather advisory is in place for much of northwestern Ontario.
The intensifying Colorado Low could make highways, roads, and walkways difficult to navigate.
Rapidly accumulating snow also could make travel difficult with strong winds reducing visibility.
By declaring a Significant Weather Event, a parking ban will go into effect in Fort Frances at 7:30 p.m. and continue until 7:30 a.m. Wednesday.
The exception is in the downtown area.
The declaration is to help town crews clear streets.
