By Bryan Tait Nov 12, 2025 | 11:10 AM

The provincial government will issue a new Class 1 air quality approval for Lake Utopia Paper.

The pulp and paper mill, operated by J.D. Irving, Ltd., is in eastern Charlotte County.

The company’s current approval expires Dec. 12. The new five-year approval will come into effect Dec. 13.

It follows a public consultation process that included a public review from June 4 to Oct. 8.

The information, along with approval conditions, can be viewed on the Department of Environment and Local Government website or any regional office of the department.

Class 1 major industries like Lake Utopia Paper are required to comply with the Air Quality Regulation under the province’s Clean Air Act, and to operate under the terms and conditions established in the approval to operate.
