66‑unit apartment project planned for St. Stephen

The former Border Arena site in St. Stephen is set for a major transformation.

The municipality has announced a partnership with The Dock Inc. to build a 66‑unit apartment complex in the heart of town.

Mayor Allan MacEachern said the project will help address housing needs while revitalizing a property that has sat largely unused.

“It creates that density that we’re looking for … they’re all living close to all their needs,” he said.

He said the plan meets the town’s needs and will add a significant number of housing units to the area.

MacEachern said the location is ideal because of its proximity to schools, shopping and other amenities.

He added that the community feedback has been positive and that residents recognize the need for more housing.

The mayor said the project will serve many types of residents.

“It’s going to deal with housing needs and accommodations for all walks of life in our community,” he said, adding it could also encourage newcomers if existing homeowners choose to move into the apartments and list their houses.

Construction is scheduled to begin in January 2026, with completion targeted for the fall of 2027.

The municipality said the development aligns with its long‑term priorities for sustainable growth and improved housing availability.

MacEachern declined to estimate the overall cost, saying it would be premature.

He explained that the project fits with St. Stephen’s development incentive program and noted that the council has taken an active role in encouraging and moving housing projects forward.

The Dock Inc., led by president Tressa Bevington, is a locally owned company that specializes in residential projects.

“We’re excited to join forces with the Municipal District of St. Stephen on this important project,” Bevington said in the municipal release.

The municipality also thanked Chief Administrative Officer Jeff Renaud and Future St. Stephen president Rivers Corbett for their roles in planning and securing the partnership.
