A Bedford man is not allowed to own or care for any animals for three years.
The SPCA says it comes after the man refused his dog medical treatment.
In August officers received a report of the distressed animal.
When they arrived at the home, they seized the dog after it was found emaciated and dehydrated with a large untreated mass.
The 56-year-old must surrender any animals currently in his care or custody to the SPCA.
