Council allows for Integrity Commissioner review

A Fort Frances councillor could be the subject of an investigation by the town’s Integrity Commissioner.

Following an in-camera meeting Monday night, council supported a decision to have the commissioner conduct a review into Councillor David Kircher.

Mayor Andrew Hallikas Fort Frances stated it is to review possible violations of the municipal code of conduct.

No explanation was provided regarding the nature of the violations.

Before moving the discussions to a closed session, Kircher requested the item discussed during the open council meeting.

“It wasn’t until this morning I asked for clarification if that was a councillor conduct matter. You advised that it was, and it was me,” stated Kircher during the council meeting.

“Had I not done that, you had no intention of letting me know that this would be in camera. So, I have no way of knowing what it was going to be about, how to defend myself. I have no information. So, I do insist, if you want to judge my conduct, that it be an open session.”

Hallikas says advice from the Integrity Commissioner recommended the discussion behind closed doors.

Kircher opted not to participate in any of the in-camera portion that also discussed an issue related to an economic development financial incentive request and an appointment to the town’s Indigenous Relations Advisory Committee.
