Military dropping duty to report regulations

Defense Minister Bill Blair has initiated the repeal of duty to report regulations.

The policy, to be repealed this winter, has been criticized for requiring Canadian Armed Forces members to report all incidents of misconduct regardless of whether they were directly affected by them.

Former Supreme Court Justice Louise Arbour recommended abolishing Duty to Report regulations last year after an independant external review examining the causes of harassment and sexual misconduct.

In a DND release, the military’s chief of professional conduct and culture, Lt.-Gen. Jennie Carignan says this approach to misconduct has had unintended consequences for affected persons.

Carignan adds the change will not limit a member’s ability to report incidents in any way.
